Summary of the Bluetongue stakeholders meeting held last week;
Following 66 cases confirmed during 2007, another 15 cases have now been confirmed in 2008. These are all in cattle and have been found through pre-movement testing during the Vector Free period (VFP).
All are thought to have been infected during 2007 and there is no evidence of virus circulating in 2008, so far.
The epidemiology of the Dorset case is a mystery at present, so extensive surveillance is now taking place in Dorset, both blood sampling and bulk milk testing in dairy herds.
Over 40,000 blood samples have now been tested pre-movement.
It is likely that the VFP will finish in mid-March (now confirmed by Defra to finish at midnight on 15 March). Movement controls will then revert to those in place prior to the start of the VFP in December, no more and no less stringent.
KEY MESSAGE - IF YOU ARE PLANNING TO MOVE BTV-SUSCEPTIBLE ANIMALS OUT OF THE RESTRICTED AREA INTO THE FREE AREA, GET THEM TESTED NOW AND ENSURE MOVEMENTS ARE COMPLETED BEFORE MIDNIGHT 15 MARCH 2008
Vaccination plan has been submitted to EU Commission and has now been published on the Defra website. A key element of the plan is flexibility because it is possible that the disease will get ahead of the availability of vaccine and changes may have to be made.
The key message for the industry is that it will be "industry-compulsory" and huge pressure will be put on everyone who is eligible to carry out vaccination to do so as soon as vaccine is made available to them.
Plan is to start with the known infected premises, then all premises in the Protection Zone, followed by gradual extension of the PZ to cover not only the existing Surveillance Zone but the whole of England, as vaccine becomes available.
2.5 million doses of vaccine have been reserved for Wales and none to date for Scotland.
The vaccination regime will be one injection for sheep and two injections, 28 days apart, for cattle. Effective immunity should have developed within 14 days of sheep jab and within 14 days after second cattle jab.
Vaccine will only be licensed for cattle and sheep. It will be available for goats, camellids, bison etc under the so-called cascade system, but this will trigger an automatic withholding period of 7 days for milk and 28 days for meat. This could make it uneconomic for milking goats which may require two injections as for cattle.
Cost of vaccine to farmer has not yet been decided but considerable pressure is being put on Intervet and veterinary profession (through whom the vaccine will have to be purchased) to ensure that there is one standard price and no excessive profit taking. Prediction is between 50p and £1.00 per dose.
Farmer will have to pay full cost of both vaccine and administration.
EU funds are available to assist some vaccination schemes but the plan must be acceptable to the EU and it is possible that a voluntary plan will not qualify. EU have capped financial support at 0.5 euros per dose of vaccine, 0.15 euros for administration to small ruminants and 1 euro for administration to cattle. However, due to the EU rebate system, UK would only draw 27% of that support funding and the cost of claiming the support may be more than the money claimed.
Once vaccinated, new movement rules will come into place. Vaccinated animals will be able to move out of the Restricted Zone into the Free Zone:
60 days after vaccination without testing
14 days after vaccination but with a negative PCR test for virus
Day Zero for these two regimes is the day of vaccination for sheep and the day the second dose of vaccine is given to cattle. So for cattle, it will be 88 days after the first dose of vaccine is given unless the expensive PCR test is carried out.
KEY MESSAGE - FOR MANY FARMERS IN THE CURRENT SURVEILLANCE ZONE, IT WILL BE LATE SUMMER AT THE EARLIEST BEFORE YOU WILL BE ABLE TO MOVE ANIMALS TO THE FREE ZONE SO MOVE THEM NOW IF YOU CAN.
There is still a question mark about certification of vaccination for animals moving out of the Restricted Zone. It is almost certain that a veterinary certificate will be needed for movement to other EU Member States and it is possible that Scotland may demand the same level of certification. It is unlikely that vets will be able to give such a certificate unless they have either witnessed the vaccination being carried out or done it themselves.

It looks like things will tight a bit for my UK friends.
I am really sorry, this is similar to what I've been thru since summer 2000. Now we have a quarantine barn and do a PCR test for all cattle leaving the farm and going out SZ during NO-VFP.
I still don't get the reason to do not let move cattle, since the vector is a Midge Impossible to stop. DO we have to do a PCR test on midges soon?

Sounds as though they're ready to start rolling the vaccine out in the protection zone, beginning in the south east.
It's really frustrating sitting in the protection zone and seeing the high trade for cattle even in the surveilance zone. Hopefully if we get vaccinated quickly now we can take advantage come September/October.

Vaccine on farm tonight.
Next question is 'is it worth getting the vet to administer it to be able to sell into Wales where the TB money is?' Anyone any thoughts on that?

You can only legally vaccinate in a PZ not a SZ DEFRA will have to move the extent of the PZ to enable the rest of us to use the damm stuff

Monday 12th will see the first extension of the protection zone as more vaccine becomes available.
After a lot of discussion we've elected to vaccinate without using a vet because it seems likely that by the time our 90 day incubation period is over vitrually all of England and Wales will be in a protection zone.

Somerset, Wiltshire, Leicestershire, Nottinghamshire and Northants will be added to the PZ on Monday 19th and will have vaccine available.
Somerset coming in will be a big bonus for us because it gives us access to both the markets we normally use.

Thats very well, but its only a matter of time before it blows across the sea to Ulster.
We might get this season free of it, but I'm sure we will need to be ready to vaccinate for next year.

We've done our second dose now. No signs so far of any milk drop or loosing any pregnancies.
Quite a few have fair lumps about the size of the top joint of my thumb where the first injection went in, particulalrly those done in the rump area through the parlour. I'd suggest not injecting in the neck bearing in mind future TB tests.
Haven't heard of any dairy or sheep farms not vaccinating, but some of the beef boys either haven't done their first dose yet or have no intention of doing it at all.
