Hello,
Can anyone enlighten me on how to broadcast to all forum members when someone creates a topic or replies to one.

Broadcasting or the mass notification of members by a boards management under the Runboard system is really limited to one option, that being the creation of a specific topic where all members subscribe to same. The members will then receive a e-mail notice when anything is added to that topic.
You can make it easier or more convenient to the board member by putting a link on your boards main forum page details here but the decision to stay informed is really up to the user.
