I'm pretty sure Bürgi quit and Micelli was hired just a couple of weeks before the final US tour, which started February 20th 1997. They almost cancelled the tour when Bürgi left.

it claims Burgi left "at the end of 1996"
The new lineup with Micelli is dated Jan 97.
I haven't seen an exact date when he joined the band. In Roy's book it says "...Eric Singer was initially in the frame though Bürgi had recommended the 34 year-old New Yorker John Micelli." So I would assume that he joined the band right after Chuck left..

I think I read Doogie tell the story of Burgi's departure and Micelli's hiring in an interview, and it went like I wrote above. According to the story, Stevens considered suing Bürgi, because he left so close to the beginning of the tour.
Burgi's departure is not reported in January 1997 issue of MBTP. It is reported in the next issue as follows: "Apparently only a week before the tour he [Burgi] pulled out because he had been offered another gig [...]".
