This, IMO, is the worst part of this update. As most of you know, my main char is a necro. I used soul reaping all the time. The thing is, this is just about the only purpose for having any points in the atribute... for energy gain. Look at how many skills are available in this line... almost nothing. Actually, before Factions, there were actually no skills at all in this attribute line. This severely limits the use of this attribute. I think they did this for PvP balance reasons, but it's really gonna hurt a lot in PvE.

I don't know if I get what you're saying. That sounds like a WoW reference specifically to talent trees. We don't have talent trees in GW, so this doesn't make any sense. It also sounds like it came from a Blizzard employee that is trying to calm down the crowds after some negative adjustments in a talent tree. My guess is you're saying you don't like the term "nerf".
Let's face it. A nerf is a nerf. If a skill/attribute is changed in a negative way (regardless of whether the end result is positive or negative), the skill/attribute has effectively been nerfed. There's no point in sugar coating it. The truth is... some nerfs are just necessary to maintain some form of balance and to eliminate "cookie-cutters".

Actually the quote was a Poster I saw. It showed the Evolutionary Chart, backwards. Man, Cave Man, etc, to Monkey. With that line below it.
But I almost never ran ZB or GoLE on my monk. In PvP or PvE. Never had energy balance problems myself. *shrug*
Excepting when I got hit with E-Denial N/Me with the Malaise, Ether Fiend, etc moves that would put me at something like -5 Energy Regen.
I do believe that they need to rebalance things all the time.
I believe they needed to rebalance Necromancers. Just look at AvA. When you have 24 people in a match, and 6 of them are all MM necromancers... And 6 more are Necromancer/Monk Healers... that might be a sign that a class is too powerful. Cutting down Soul Reaping keeps AvA from going Insane without doing something that would hurt MMs more like "Now you can only have 5 minions at 16 Death Magic".
Can't say for what the other enviroments were like. But yeah, AvA definately needed it.

Please share your build.
Either it's the way I play them or the intensity of GvG, but I find it hard not to run into energy issues.
