Defiant Was Xinrae for a PvE Tank
First of all, i never played a warrior and don't read any warrior forum posts. So maybe this is old news or crap.
Could a Warrior use Defiant Was Xinrae? Would you use such a combo?
Hold Xinrae's ashes for up to 5...10 seconds. While you hold her ashes, enemy Spells that the caster and the caster's allies use against you are disabled for an additional 5...17 seconds.
25 energy, 1/4 cast, 25 secs recharge time
Warriors have a base energy pool of 20 energy. With a Spiritbinder, faction pre-order item, a warrior could increase his energy to 35, no need to meet the reqs. I'm not so familiar with warrior skills, but could Wary Stance be a good combo to refill the energy pool? If you already use Communion, then maybe Vital Weapon is a good addition.
The combo would be:
hold Spiritbinder, cast Defiant Was Xinrae, cast Wary Stance, run into a mob, after 8-9 seconds equip your normal weapon, use your other 6 skills

I've been eyeing that skill a lot. Looks like it could be very effective with the right timing.

It could certainly be useful in some circumstances...but keep in mind that while you hold the ashes up you will not be able to use your weapon.
EDIT: I just noticed that your title said "PvE Tank"...I had been thinking more along the lines of PvP. This definitely seems like it would be useful for tanking.

If the Warrior properly manages his aggro, and the team's caster stay back out of aggro range, it would certainly work. The trick is though, that once the casters come within range, and the mobs "realize" that there are more appealing targets nearby, they will acquire a new target and leave the Warrior standing there.
By that time though, a good deal of the opponent's arsenal may have been disabled, making them much easier to kill.
I'd be intersted to see how this would go.
