Ranger/Mes MageBane Frustration
This is a good-looking build on paper, but I won't be able to test it out until Monday night, so I'd like to hear any thoughts on it.
The character is intended for us in a Controller role in a Team Build- shutting down any opposing monk or damage dealing caster.
The basic premise would be to get Frustration on the target and then interrupt the now-slower spells with Magebane as much as possible. Using Serpent's Quickness helps you other interupts recharge faster, or Magebane if you miss.
Put up Distortion before using Troll Unguent for the self preservation.

Marksmanship: 9 (8+1)
Wilderness Survival: 7 (6+1)
Illusion Magic: 10
- Frustration (Illusion Magic)
For 15 seconds, target foe casts Spells 50% slower and takes 35 damage whenever interrupted while casting a Spell.
Energy:10 Cast:1 Recharge:15
- Magebane Shot [Elite] (Ranger other)
If this attack hits, it interrupts target foe's action. If that action was a Spell, this attack instantly recharges.
Energy:2 Cast:0.5 Recharge:10
- Distracting Shot (Expertise)
If Distracting Shot hits, it interrupts target foe's action but deals only 16 damage. If the interrupted action was a skill, that skill is disabled for an additional 20 seconds.
Energy:2 Cast:0.5 Recharge:10
- Savage Shot (Marksmanship)
If Savage Shot hits, your target's action is interrupted. If that action was a Spell, you strike for 22 damage.
Energy:4 Cast:0.5 Recharge:5
- Debilitating Shot (Marksmanship)
If Debilitating Shot hits, your target loses 6 Energy.
Energy:4 Cast:0 Recharge:10
- Serpent's Quickness (Wilderness Survival)
For 22 seconds, recharge times for your skills are reduced by 33%. Serpent's Quickness ends if your Health drops below 50%.
Energy:2 Cast:0 Recharge:45
- Troll Unguent (Wilderness Survival)
For 10 seconds, you gain Health regeneration +6.
Energy:2 Cast:3 Recharge:10
- Distortion (Illusion Magic)
For 4 seconds, you have a 75% chance to "evade" attacks. Whenever you evade an attack this way, you lose 2 Energy or Distortion ends.
Energy:2 Cast:0 Recharge:5
Alternatives:
Savage Shot in addition to the other interupts may be overkill. It all depends on the success rate with Magebane, I suppose. It could possibly be swapped out for something else, perhaps a degen causing skill or maybe Antidote Signet for self-Blind removal.
Distortion is meh since it was balanced. It serves a purpose here, but it could also be swapped for a cheap cover hex to protect Frustration. There's not much available though. Ether Phantom is the best I can come up with (10 seconds, -1 energy regen on target- 5 cost, 10 sec recharge)

Well, first thing I noticed is that your expertise is a point too high.
You'll still get 10 down to 4 and 5 down to 2 cost reduction at 14 expertise.
I agree with some of your alternatives. All the interrupts seem like a little overkill when running Magebane.
Don't like Distortion in there either, a cover hex would probably be much more useful. Otherwise if Frustration gets stripped, it's going to make the interrupting that much harder.
I'd also like to see Read the Wind in there.
Make sure those interrupts get there as fast as possible and don't get dodged.

Good catch on the Expertise.
Also, I'm curious about one thing with Magebane as opposed to Distracting Shot... I've used Magebane once or twice and there always seemed to be something of a delay in getting the shot off. With DisShot, which has the same activation time, it always seems instant. Am I imagining this?
Based on your suggestions, here's what I'm looking at testing:
Frustration, Ether Phantom, MageBane, Distracting, Read the Wind, Serpent's Quickness, Unguent, Antidote, Rez
It looks like it might be a bit unwieldy, trying to get Serp and Read up and then fire off both Frustration and Ether... Hmmm... I'll just have to play around with it and see what works best.
