I agree it would be blessed then divert for a hex stack which should remove a total of 3 hexes. However, blessed will need to be used as the big direct heal in this build. You can't count on RoF when the character has just a sliver of life left.
Could possible pull out Prot spirit for gift of health with points in healing prayers or some other prot direct heal? However, I can't think of another good prot direct heal. Anyone else?

Watchful would be good if it were maintained so you could control the heal. But I'm not really crazy about it as is. You can't get the heal when you want it.
I prefer the idea of putting Gift of Health in there, if you can work out the point spread.
