Rending Gaze of Diversion Recovery
Okay, so the name leaves something to be desired, but it pretty aptly describes the build anyway.
The idea is for a repeatable disenchantment on demand, with the secondary option of Diverting key skills on the oppositon's monks.
This is what I ran in the last two matches, and it went pretty well for me. I posted it mainly for reference.
MoR Diversion Disenchantment
Mesmer/Necromancer
Fast Casting: 13 (11+2)
Inspiration Magic: 11 (10+1)
Domination Magic: 9 (8+1)
Curses: 6
- Gaze of Contempt (Necromancer Other)
If target foe has more than 50% Health, that foe loses all Enchantments.
Energy:10 Cast:0.59 Recharge:25
- Rend Enchantments (Curses)
Remove 7 Enchantments from target foe. For each Monk Enchantment removed, you take 43 damage.
Energy:5 Cast:0.59 Recharge:30
- Lyssa's Balance (Mesmer other)
If you have fewer Enchantments than target foe, that foe loses one Enchantment.
Energy:5 Cast:0.59 Recharge:15
- Revealed Hex (Inspiration Magic)
Remove a Hex from target ally and gain 8 Energy. For 20 seconds, Revealed Hex is replaced with the Hex that was removed.
Duplicate: Inspired Hex, Prophecies.
Energy:5 Cast:0.59 Recharge:0
- Power Drain (Inspiration Magic)
If target foe is casting a Spell, the Spell is interrupted and you gain 23 Energy.
Energy:5 Cast:0.15 Recharge:25
- Diversion (Domination Magic)
For 6 seconds, the next time target foe uses a skill, that skill takes an additional 38 seconds to recharge.
Energy:10 Cast:1.77 Recharge:12
- Mantra of Recovery [Elite] (Fast Casting)
For 18 seconds, Spells you cast recharge 50% faster.
Energy:5 Cast:0 Recharge:20
- Resurrection Signet ()
Resurrect target party member. That party member is returned to life with 100% Health and 25% Energy. You may use this Signet only once per mission.
Energy:0 Cast:3 Recharge:0

Personally, I'm not a fan of Rend. It can put undue pressure on our monks. Especially when you're probably already a hot target once the opponent realizes what you're doing.
I'm starting to think that we may end up with a couple versions of the disenchantment build.
Depending on who's playing the role.

Actually, I think the Corrupter build we are discussing over in the review thread is probably going to be the best bet. With the short-ish recharge and additional degen of Corrupt, especially if we can follow it up with Defile most times, it should be very effective.
I posted this here because I had referred to the build a few times and figured I would get it "out there".
Also, if we find that we need more monk disruption than we do disenchantment, the MoR Diversion really helps a lot in that regard, so it would be a viable alternative should that case arise.

Could switch a Warrior out for a Dervish, they have some ability to remove enchantments as well.
