Are you suggesting this for GvG?

Re: 1 Mesmer from Observer mode
After trying a few different elites last week, I think going back to ES might make more sense. The damage may not be extreme, but stripping energy from the target definitely helps.
I was looking at using 3 different skills to remove energy, but they are all 2 second cast with fairly long recharges. Still, with the three (Energy Surge, Energy Burn, Signet of Weariness) you can strip 24 energy from a single target in about 5 seconds. Not really sure if that is helping to add to the pressure though.
I have seen/heard Shame being used quite a bit and we know how valuable Diversion is. I have seen a lot of Mesmers using Power Leak and Drain Enchantment seems like a good maintenance skill.

Re: 1 Mesmer from Observer mode
As much as I like the surge/burn/sig e-denial combo, it doesn't always work out that well.
I've found that a decent monk will realize what you're doing after the first time and switch to a negative energy set after you hit them with surge, and your next spells will drain zero.
You basically have to spread it around with a little unpredictability, which in turn dilutes it's effectiveness. So another e-denial source elsewhere on the team helps tremendously.
Plus, we still need some interrupts to stop the Aegis chain. So you end up mixing the bar, e-denial and interrupts, so it's not completely effective.
But that's just my .02 cents...
Post a specific build you have in mind, and we can look over it.
You never know what might work.

Re: 1 Mesmer from Observer mode
E Denial is a viable option, but the bar pretty much needs to be completely dedicated to it. Even then, it can still be worked around by good weapon swapping.
In my opinion, a skilled monk can beat a skilled Mes regarding E-Denial for a fairly decent amount of time.
A good E-Denial bar, IMO:
Surge, Burn, PLeak, Shame, Shatter/Drain Enchant, Mirror, Aegis, Res Sig.
