My understanding of things is that someone did indeed test this. As it turns out, all the lag on the European servers was actually caused by the strain placed on the game's network as it tried to decide how to deal with the damage computation. Although ANet officialy blames it all on an outside issue, the actual fix did not come until the server had determined the final outcome of the damage computation, deleted that players account and burned his house to the ground with an electrical surge.
So... in other words, I have no idea, but it's worth testing.
