Ikari's Most Excellent 'Sin Build
Alright, since the assassin build section is pretty lacking in... anything... I thought I'd post one of my favorite PvP builds.
"That's A Long Chain" Build
Assassin/Any
15 (11+1+3) Dagger Mastery
9 (8+1) Critical Strikes
9 (8+1) Shadow Arts
Put the rest into Deadly Arts.
Black Lotus Strike (Critical Strikes)
Horns Of The Ox (Dagger Mastery)
Falling Spider (Dagger Mastery)
Blades Of Steel (Dagger Mastery)
Moebius Strike {E} (Dagger Mastery)
Mark Of Death (Deadly Arts)
Shadow Refuge (Shadow Arts)
Optional Slot (See below for Optional Suggestions)
Nightstalker's armor is a must, w/ the Vanguard's Chest Piece, to reduce the effects of blind.
The "That's A Long Chain" build is at it's prime in AB and RA, and can provide suitable pressure in GvG (provided it recieves suitable healing).
Ok, basically this build uses long-recharge attacks to fuel Blades of Steel's effect for a whoopin +50 damage, unleashing a great spike in about 5 seconds. Moebius Strike is there to unleash the combo again (in case the first spike doesn't kill them), or to just get that last attack in. Mark of Death is there to both fuel BLS, but to help with the spike. Shadow Refuge is there for a self heal, but it admittedly isn't a very good one. You can replace it with Troll Ungent or Healing Breeze (placing all your Shadow Arts points into Wild. Survival and Healing Prayers, respectivly.), but beware of interrupts/e-denial; these'll put you out of a heal.
Optional Suggestions:
Plauge Touch or other condition remover/transfer; conditions like Blind and Weakness are quick killers for this build
Resurrection Signet for Random Arena and GvG
Could be useful for ganking NPCs in GvG by replacing Mobius Strike with Aura of Displacement.
A speed boost or shadow step for getting away fast; Recall, Siphon Speed, or Dark Escape would work nicely.
Pros:
Consistant damage
Makes for a nice pressure build
Flexible For Personal Preferances
Cons:
Little Defence
No kiting/antikiting skills

... as long as you're tossing a few points into Deadly Arts, I'd suggest considering for the optional slot "Siphon Speed", even with a Zero in Deadly Arts, the Hex lasts as long as it takes to recharge. With 2 or 3 points into it, you can keep it up indefinately on a target, presuming no hex removal. And with a 66% difference in speed now, it's good for both anti-kiting, and making a good escape against pursuers, or so I find.
As well you might want to consider the AoD Elite for the Ascestral Lands map in AvA (Or AB as some call it. )) Gank the Kurzick Necromancer and Elementalist Defenders, then you neutralize their advantage of two "You can't cap this" shrines.
As my own assassin is a long range killer I don't know much about how the dagger combos will work out in practice. So I can't really make the suggestions there.
However, the Effectiveness of Siphon Speed, and of "Enduring Toxin", have been proven by my Deadly Warrior build. Both are good hexes to consider for dealing with runners.

A spam Hex like Siphon Speed without points would be difficult to maintain in an energy heavy combo chain like that.
Besides, there's an awfull lot of killing power in that combo, so long as you can hit your opponent. nice build, Ikari. I'll have to give it a whirl.

I tried it with Siphon Speed, but as Danzzig said, it's a bit hard to run, even with it's long duration. It didn't really flow with the build's purpose, and if your really have trouble with kiters, I'd replace BLS, HotO, and FS with Leaping Mantis, Jungle Strike, and Repeating Strike (or some other after-offhand offhand). Siphon Speed works nicely, but it's easy to remove due to it's longivity.
