Proportion is just the "relation of one part to another or to the whole with respect to magnitude, quantity, or degree." The easiest way to know if something, even hair to height, is proportional is if it looks pleasing to the eye, or natural to the eye, or fitting or becoming. Your hair is very proportional to your height. Hair can often appear disproportional to body size. I think Fabio is an example of this. Perhaps those malproportions are what make Fabio so fitting for crappy romance novel covers.
