Otters are very elusive animals. There was a program on tv about them 12 months ago. They were looking at otters in Scotland on the trout and salmon fisheries. They said most anglers wouldn't see an otter even if it swam past them, and it showed some footage of the animal swimming within 10 feet of a fly angler who was wading, and he never noticed it. As Richard has already stated they only look for spraints and foot prints as signs of otters and not actual sightings of the critters.
I suppose from this information and knowing how many were re-introduced and their known breeding habits they can only guestimate the numbers in the area.

with regards to an otters range /territory hopefully it is a roving dog otter that will move on and not a ***** that sets up home nearby and rears pups
