Just curious, did you happen to see where the extra lock/belt hooked up under the seat? I imagine it would probably be bolted down with the other one for the lap belt, but just curious.

should be an easy find at the pnp.
the 79 one-piece regular cab setup. (I was mistaken when I said supercab)it originally was set up with the retractor on top and a direct bolt on bottom. flip it over, and its a one-piece with a sliding buckle. this setup seems better to me for regular use, as it retracts also. I believe it uses the original holes too.

The belts on a 92-97 regular cab, could be modified to work, if you mount the retractor low on the wall, the belt mounts at the floor, loops over the shackle up high, then returns down low to the retractor. it could work, perhaps this is what I was thinking with the supercab, as it is similar.
