It's a term in SF/F fandom. I believe it's short for "folk and that ilk" which got shortened to "filk". It's any music or parody of music that people like. Can be everything from THE EAGLES (I got to filk that once with about 6 guitars and a mandolin, plus a backup singer) to the kind of stuff Weird Al Yankovic does to invented music to stuff from the Renaissance.
Filking is mostly sitting around and playing music. A lot of people who doe Renaissance Festivals over here are also Fen (the plural of Fan, which denotes someone into SF/F; everyone who's a fan of V4V can qualify, especially if they've ever attended a fannish convention) and therefore the same people who perform in public venues also filk in smaller venues, mostly for their own amusement and the amusement of others.
Ideally, in a Filking circle you have between 4 and 40 people in a room, often at a Con. Each person takes a turn, either playing a song they like or suggesting a song they'd like to hear from another musician. You can join in if you know the words/music or sit out if you're not in the mood or just aren't familiar. It can be a helluva lotta fun, which is how I ended up singing "Hotel California" at 4 in the morning. There will often be as many people listening as participating, and people come and go at will.

It all started when JAD got the board back from Nem...
Suddenly, I was finally an Admin...
Then I suggested to JAD/Vadin that he could change his Owner title to Chancellor....
and the musing about the Mod/Admin titles began....
next thing we knew, Leda was Chancellor...
I rethought the Controller title Vadin had put on me....
and the rest is histrionics.
Mods are Consuls, BTW.
