Well, not to say that the feds didn't screw up, but as I'm the assistant emergency management director for the local indian reservation, I CAN say that the entire chain of command fell down on the job pretty thoroughly. Don't shovel all the crap at the feet of the feds; there's plenty to go around.
You see, by law, FEMA can't just up and come in. The local EMA has to formally request the state EMA, which in turn has to request FEMA. This is to prevent FEMA being used as a form of martial law just because something happens that somebody on the Hill doesn't like -- i.e. a peaceful protest, that Congressman Whosits disagrees with, and declares a federal emergency, or nonsense like that.
Allegedly, neither the local nor the state EMA officials passed on the request. As I understand it, the N.O. mayor basically herded everybody into the superdome and announced on the TV, "Come and get 'em."
And in order for the federal plan to work, the local and state plans (upon which the federal plans are based) have to either work, or have been actually and properly executed. In point of fact according to what information I have, the existing plans were simply not executed.
After the fact, IMHO, the mayor and the governor passed the buck so fast it caught on fire.

See, for me, it's the anticipation. Normal earthquakes (the little ones) hit suddenly and leave. The ones that are big enough to make stuff fall over, you can feel them start and (hopefully) crawl under your desk before anything falls.
Tornadoes, on the other hand, I grew up with. The anticipation, the "get in the cellar! It's coming!", the waiting, the waiting, the "oh, oops, it changed direction".... drove me nuts.

Best part is ... they're both sweethearts. Especially Hank, probably because he's older - he's 10 and even though he weighs a TON - he's a lapdog and craves affection. Fiona on the other hand is HYPER, she's only 2 though. She'll run up to you, give your face a lick or two - and then she's off running again. And oh my - are Odie & Loki *jealous*
