the pharoah held the crook of sheepherding and the flail of farming [you use the flail to beat the fava bean pods and separate the beans] - the two constituencies of the realm.
Good catch. And, it's another royal image. perhaps the Rose of allegiant love and the Dagger of criminal enforcement?
