Jordan Tower, because it's different from what we've seen before. Someone dressed like V, you'd expect to see prowling the back alleys of London or in some decrepit subterranean station. But an office building??? In the middle of the day???
The director of the movie "Spiderman," Sam Raimi felt that it was necessary to alter the appearance of New York, make it more fantastic, because he thought that the sight of a super-hero against a normal backdrop would not look convincing. I think a normal background makes a super-hero look more, well, super. And a little like a fish out of water, emphasizing how different he is from us.
You'd expect V to climb up the side of the building, or shimmy through a ventilation duct or don a disguise. You don't expect V to arrive by simply taking the elevator, announced only by the most innocuous little *ding*. That office could therefore be anyone's workplace.
And the fight has to take place in the tight, somewhat claustrophobic hallways of a modern hi-rise. Not much place to run, or even to fall back. Which is OK as far as V is concerned because his fighting style is so terribly aggressive! Always pushing forward. Using any advantage, any object, even a dead policeman as a weapon or a shield.
V's behavior is kind of despicable, but you have to admire his style!
I guess each fight is designed to show V's power, and each fight ups the ante, the fight at Victoria station requiring the most skill but we've come to expect that sort of thing in Wachowskiland. Unlike, the fight scene in "The Matrix" which takes place in the government office building, in the Jordan Tower fight, there's no balletic Hong Kong style choreography, no wire work, no bullet time, just raw, simplified violence. Brutal, direct, and tragic. How refreshing!

Oh, such a difficult choice. Apart from the fact that I adore all scenes featuring our beloved V, the fights he gets into are... *shakes her head in awe* nothing short of spectacular. On the whole though, I suppose I'd have to go with the Victoria. By that time, we're fully aware of why V is doing all this, and that he intends to sacrifice himself so that his ideals can come to fruition. A depressing notion to be sure, but it's really quite touching that he leaves the fate of his dream in the hands of Evey. However, as determined as he is to be the martyr, he never said anything about going out quietly. *smirks* I just love how he's so still and silent one moment, then explodes into action when those fools reach for his mask in the next. Honestly, he didn't even let the woman he loved see his face. Did they really think they were going to be the ones to do so? Hah! *ahem* Anyway, as I believe someone mentioned earlier in this thread, the... deadly grace... of it all gets me every time. *swoon* There was something very artistic and beautiful about it, blood and all. The climax is hard for any story, movie or otherwise. You have to give your audience something to "sum up" in a few minutes what you've been trying to say the whole time, but don't want to cross the line into cliches and heavy-handedness. I've always thought the Wachowski brothers exceptionally talented in this, but V4V blew me away in this moment even more so than the Matrix... and that's saying a lot. I really can't wait to see more of their work.

Here V is the kind of man we were brought up to wait for to sweep us away, until one day we realize he will never come because such a man does not and cannot exist in this world.
