Funny Billboard!
Since he's serving the last of his allowable terms, and since there have been no Presidential elections since his last, I guess the "celebration" is that he hasn't been impeached, imprisoned or assassinated? What? LOL
Actually, it looks like something put up by Michael Moore, to facetiously "thank" the celebrities who'd publicly endorsed Bush for reelection (many of whom are already sorry that they did).
