That is a great advice but in reality we are always fighting the ones that stick their noses where they don't want to just to force their "morals" upon others.

What I noticed about the story is that the owner was planning to turn into the common kind of "topless bar", which doesn't sound nice to me at all.
As long as it was just a casual cafe where the waiters and waitresses simply happen to be topless, that sounded fine. However having dancers etc would have turned into a 100% sexual place.

It seemed like was meant to be a harmless cafe with topfree waitresses and then I hear the owner wanted to add that topfree bar to it but thats contrary to the whole idea he seemed to have for it and the place was allowed for the very reason that it wasnt sexual in nature. I can just imagine the uproar that would have occured if he added that topfree bar, it was bad enough when it was just a topfree cafe and people complained. I cant imagine them allowing him to do that since it was obvious they didnt want anything sexual in their town.

I meant that it was obvious whoever approved that topfree cafe only allowed it because it wasnt sexual in nature so if the owner tried to add any sort of bar or strip club theme to it then they might have been less reluctant to allow it to stay since the topfree cafe as it was is harmless whereas this other place he wanted to add to it wasnt so much so and I could understand people being upset about that. Despite many in the town not wanting the topfree cafe there it was still approved.
