MB proposal nixes warning in cases of indecent exposure

When it comes to clothing in Myrtle Beach, less is definitely more.
More trouble, that is.
The Myrtle Beach City Council on Tuesday passed the first draft of an amended indecent exposure ordinance, known locally as The Thong Law, removing the requirement that officers warn first-time offenders before ticketing or arresting them.
The amendment doesn't change what is considered offensive - the city code still limits how much skin you can show - but if the amendment receives a second approval, police officers will have the choice of whether to warn, ticket or arrest someone.
"There's no other crime I can think of where you are required to give a warning," city attorney Tom Ellenburg told the council members at the morning workshop.
The first draft of the ordinance change passed unanimously as part of the council's consent agenda during Tuesday's afternoon meeting and will come up for second and final approval at the next council meeting in two weeks.
Depending on the severity of the indecent exposure, Ellenburg said, an officer could issue a warning, a ticket or arrest the offender.
"Some indecent exposure rises to the level of a felony," he said. "Some is mild and some is just shocking."
In other business Tuesday, the council approved a resolution letting Horry County and the Federal Aviation Administration know it is happy with the layout plan for the Myrtle Beach International Airport, now that language has been added to the plan indicating Harrelson Boulevard will be extended.
Two weeks ago, council members told airport representatives they would not support the requested resolution until the plan clearly spelled out that the county will lengthen the boulevard from Highway 15 to Kings Highway, giving people freer access to the airport.
The county gave final approval Feb. 3 to funding the $6 million road project, but is hoping to get some money from the FAA through the new stimulus package that passed in the Senate on Tuesday.
With the county's OK for the funding, the only real impediment to the road's construction is land acquisition. The county wants to swap some land along the airport boundary, and those deals are in negotiations.
Also at the meeting, the city issued a variety of proclamations honoring the Myrtle Beach Seahawks for their recent championship victory; the Myrtle Beach Competitive Cheerleading Team for its Lower State championship win; and Myrtle Beach's 11-year-old Megan Kingsley, ranked the No. 1 swimmer in the country in her age group in 2007-08.
Council members heard a presentation on the Comprehensive Plan update process, which must be finished by August and has already involved more than 1,200 hours of volunteer time among its various committees.
The overarching goal of the comprehensive plan this time is to make the city sustainable environmentally, economically and in terms of social equality, by 2010. The council will receive a full draft of the plan's update later this spring, before it is asked to vote to adopt the large document that acts as a master plan for the city for the coming decade.
Council members also heard a brief update from the Highway 17 Bypass Committee working to help define what U.S. 17 Bypass will look like in years to come. Planning Commissioner Gene Cleckley told the council the bypass committee would like to see S.C. 31 act as the bypass, and both 17s become wide boulevards.
The council will discuss the reports at future meetings.
The city also heard initial requests from 20 area groups seeking portions of the accommodations-tax revenue - a discussion that will also be held later in the spring.

Unfortunately, this is the state of affairs in the middle atlantic areas of the USA. The same rules are enforced in my area at Virginia Beach. It seems that prudish beauracrats afraid of losing tourism revenues have the upper hand. Wondering, if the rules were different, how much additional revenue could be made from the tourists like myself they have isolated?

Myrtle beach has been off of my list for many years.

I thought I could go to the beach to relax but imagine being afraid of my wife getting arrested because her regular bikini creeped up a bit. Then you imagine how is this going to happen, is the officer going to measure the bikini? Physically touch the women? Is a female officer going to be brought to handle the situation? Can you imagine the lawsuits against the city?

Well one good thing is that all those thieves, criminals and murderers walking around in a thong better watch out, Thong Patrol is going to get them.... (theme song from Cops starts playing)

I feel safer already.

Makes me wonder, though. Let one high profile beach destination be THE place you want to go to if you DON'T want to see/reveal anything -- think of it as our nation's Belize -- and that'll make it easier to achieve topfreedom everyplace else.

Taking even that one further, let's say they actually ban all skimpy swimwear at Myrtle Beach. Word gets around, and tourism falls off bigtime as a result. THAT would tell a story, in & of itself.

I agree. I think they should be encouraged, because whichever of the above scenarios turns out to be true, we will probably all be better off.

On a slightly related note ...

The government of Myrtle Beach banned Bike Week this year. Now, they can't exactly blockade Ocean Drive and forbid transit of a public motorway, but they don't want the bikers to come.

So my understanding is that Bike Week is still on, but that none of the participants will be staying in or spending money in the town of Myrtle Beach. All events, lodging, food, etc. will be outside of town. That way they get what they didn't want (traffic, noise) and don't get what they did want ($$$). Nice.
