Grand Scale
As far as I know there hasn't ever been a large scale act(not in recent times anyway) promoting topfreedom. what I mean by that is that I have never gone into work and the news of the day is about topfreedom, or been in the store and most of the customers are talking about it. personally I believe that the step to educating people about the issue is to get everyone talking about it, because if the majority is interested in the subject they are more willing to learn about it. I know it took forever to get to the point but hear it is...why has nothing been done on such a large scale that EVERYONE is talking about it?

You're not out of line, but rather right on the mark, as far as I can see.
The biggest hurdle I see is overcoming the automatic assumption that any woman bare from the waist up is being sexual. How I see this being overcome is when a woman, possibly several, is working in a clearly non-sexual situation where many men are shirtless, and decide(s) to join them.
The image that comes to mind is building levees on a flooded river. It's 95 degrees out, everyone's covered in dirt, sweat is pouring out, and they're working frantically to beat the rising river. First one, then a couple, then several, go shirtless out of comfort. There's a brief commotion over this, but soon put aside while everyone gets back to work.
That then makes the news, and gets people talking.

Here in Ontario, women have been legally allowed to go topfree for the past ten years.
However, there are very few who take advantage of that law,even at the beaches.
It seems that no woman wants to be the first or only one to doff her top.
Looking at it logically, I can see their point.There are still those walking among us who are ready to lable topless women as scourges of society.

I had an idea not to long ago that might work but I would like to get everyones thoughts on it...what if every supporter of topfreedom went topfree on the same day. perhaps to do some sort of community service or something. if it worked then 1000s of women across the nation would be making a huge stand for topfreedom and helping the community at the same time. something like that seems kind of hard to ignore, and even harder to condemn.

I like the idea of everyone going topfree on a regular basis. Last year, I posted the idea of Topfree Tuesdays. They actually happened here in Austin for awhile--on a small scale.

speaking of small scale I am attempting to put together a group that will perform a community service while topfree. does anyone have any suggestions for what kind of service we should perform? i am also curious as to what happened to the Topfree Tuesday.

I think the problem is apathy. If 1 in 1000 women even mentioned it as one of the issues in government they feel needs addressing, I would be shocked. Let's face it, almost all women don't care about wanting to go topfree. That doesn't mean they shouldn't be at liberty to do so -- after all, few people hate the ideas on which their countries were founded enough to burn a flag, but (at least here in the U.S.) they may legally do so -- but in general women simply don't care about topfreedom, at least in North America.
Maybe the activities mentioned here might get a few more to care, but I don't know that for some time enough interest will be out there to make topfreedom common in the U.S., or Canada, or other places where it's not.

I completely agree with you redheadelizabeth, and in fact i actually had a woman say that she fully agreed with what the topfree movement is trying to do but that she didnt care enough to actively support it. coincidentally that same girl is also one of the first people to agree to help when i asked her too. so my point is that i agree that people are apathetic but at the same time i think many would be willing to help if there was someone to lead them.
