Although Brazil,especially Rio, made the "barely there" bikini famous, the government frowns on women being "topfree", nevermind nude.

Like carnival in Brazil, biker rallies in the US, with flashing breasts, etc. are primarily in parts of the country where fundamentalist Protestantism is strong. Where the lid is not on so tightly, there is less need for a safety valve.
