The Bodog article confuses me, given I was lead to believe Brazil tends to frown on topfree, prefering the most minimalist swimwear on planet earth--so small you wonder why they don't just get rid of the last inch (literally!) of fabric and call it done. (English majors, I apologize for the preceding run-on sentence.)
As for the cover charge debate, I'm curious to see if a price war develops...
"Our pool is $10 for women, $30 for men."
"Well, ours is free for women, $25 for men, but only if they behave."
"Ours just became free for both, but the men have to be blindfolded."
"Would you believe free for women, but the men have to stand in the parking lot and talk about sports?"
"Blind guys free! (As long as they keep their hands where we can see them!)"

We went to the Stratosphere a few weeks ago and one of the main reasons was it has a top optional pool.
They charged me $10 to be there but they did give us bottled water the rest of the time which was nice. There where several women who did, a couple that didn't. A few single guys that just watched but I don't think they bothered anyone.
Went up there several days and it was ok. I'm sure we'll try some of the nicer topless pools next time we are there.

Returned from a weekend at Caesar's Palace and the Venus pool.
1. No cover charge paid any day (male / female couple), though saw some single and group men paying.
2. Not overly crowded though the available 'free' seats did not accommodate all guests by early afternoon.
3. Loud music but (a) not a dj-type scene as at Mandalay in 2006 / 2007 and (b) more party than Wynn in 2008.
4. 25% to < 50% of women top-free on any given day - no hassle, designated gawker control, and active policing of any cameras (just tourist fun).
5. Service average.
6. Construction on other pool areas complete as of our visit mid-September 2009 - some reviews complained of the noise and disruption. We had none.
All in all, low key for Las Vegas.
