Emissions testing comes with City Inspection. If you do NOT live in the city (Memphis) there is no inspection... and NO emissions testing. I live outside the city and am not familiar with what year, etc. Hope somebody else will jump in here.

sweet the 1914 with duel 44s wont pass no way no how so we have to do a motor swap once a year with a stocker and swap the motor back

Crap, the city of Memphis has a smog check? How am I going to pass with a 2180 with my dual Dell'Ortos? Do I need to change my exhaust for the check too?

Don't laugh at this next statement, but I have actually heard of folks having a stock turnkey on standby they swap to for the inspections. If the city ever annexes me, I plan to build one that will play musical engine bays between my bugs.
The other option is move to the county... or better yet.. the NEXT county.

I failed my first pass through at memphis city vehicle inspection and I thought I was screwed,
as I bought the car off ebay. I went through again a couple days later(after thoroughy warming the engine up) and it passed. I couldn't believe it and the motor I have is a
2017 using Scat forged crank (78.4) and Cima 90.5 pistons. Cam is a Scat C10. Heads are 041 with 1:1.25 ratio rockers. Carbs are dual Weber 42 DCNFs (aka Gene Berg 42 specials). 009 with Perlux ignightor, Bosch blue coil, stock heater boxes, dual muffler exhaust, remote oil filter, high capacity sump
Nothing stock about that and it is on a 66'ghia convertible.
